The coastal town of Cancale in Brittany, population 5,500, has passed a decree banning the construction of new buildings to be used as second homes, amid what local authorities describe as a "crisis" in housing shortages for local people."
"The Cancale decree, passed on Friday, modifies the Plan local d'urbanisme (local housing plan) to include a stipulation that all new-build homes must be used as main residences. Anyone buying a new home must pledge to live there for at least eight months of the year (except in cases of health issues or urgent work requirements). The municipality has also limited the renting out of primary or second homes to tourists - for example, on platforms such as Airbnb - to 120 days per year,"

Buyers of new homes must pledge to live there at least eight months a year, with exceptions for health or urgent work. The municipality limits tourist rentals of primary or second homes to 120 days per year. The mayor can levy fines of 1,000 per day, up to a maximum of 100,000, for breaches. The ban applies only to new builds and does not affect existing housing stock. Forty-one point two percent of properties were registered as second homes in 2022, and tourist rentals now approach 10%.
