The administration seeks to interfere in European elections, reorient transatlantic relations toward conservative values, and rally right-wing populists around free speech. EU leaders' divisions, hesitations and flatter-appease-distract responses have encouraged such treatment. Research and polling across all 27 EU member states show sufficient pro-European governments and public sentiment for the bloc to defend its autonomy.
