This is equivalent to SFI level C, and is classified as a "basic" level of Swedish."
"The government has chosen not to go further with this because asylum-related PUT [permanent uppehallstillstand permanent residence permit] is going to be abolished. The government still plans to bring in a language requirement for citizenship, however."
Sweden's government has discontinued plans requiring permanent residency applicants to pass Swedish language tests at A2 level (CEFR) starting in 2027. A 2023 government inquiry had recommended this requirement, equivalent to SFI level C, classified as basic Swedish proficiency. After consultations ended in September 2023, the government did not proceed with drafting legislation. The Migration Minister's office confirmed the proposal was abandoned because the government intends to abolish asylum-related permanent residence permits. However, Sweden still plans to implement language requirements for citizenship applications, with new citizenship laws expected to take effect June 6th, pending parliamentary approval.
