BAM claims the project is about 99% complete and has expressed disappointment at earlier remarks. Ongoing design changes are not considered a credible explanation for outstanding work. BAM must supply resources to finish over 5,800 rooms to contractual standards and hand them over methodically to enable early access and substantial completion.
