Hungary is blocking the European Union's 20th package of sanctions against Russia, making an agreement increasingly unlikely before the fourth anniversary of the full-scale invasion of Ukraine. German foreign minister Johann Wadephul expressed astonishment and sought discussion at the EU foreign ministers meeting. Estonian foreign minister Margus Tsahkna warned that failure to adopt the sanctions would benefit Russia. Polish foreign minister Radoslaw Sikorski sharply criticised Hungary for fostering hostility toward Ukraine through state and controlled media and accused the ruling party of exploiting the issue for domestic electoral gain. EU foreign policy chief Kaja Kallas acknowledged no progress and said efforts continue.
