In 2025, international aid from DAC members dropped by 23.1%, the largest decline in ODA history, returning to 2015 levels. Total aid amounted to USD 174.3 billion, or 0.26% of GNI. Germany became the largest ODA provider, followed closely by the U.S. and other major donors, all of which reduced their aid. Only eight DAC members increased their ODA, with four exceeding the UN target of 0.7% of GNI. OECD Secretary-General warned of growing fiscal pressures on developing countries and the need for effective resource use.
