The Newsom administration proposed a tunnel to send more Northern California water south and support the State Water Project, with some local agencies and business groups backing it but lacking legislative support. After a trailer bill failed, the project moved to the State Water Resources Control Board for a months-long hearing on viability and water rights; the board is also weighing Bay Delta Water Quality Control Plan updates that could limit extraction and reduce tunnel feasibility. In Riverside County, organizers and the TODEC Legal Center provide resources, legal aid, housing help, and food to Latino and immigrant residents.
