Tehran implemented rolling water supply restrictions and instructed residents to use containers and pumps to cope. Rapid population growth and outdated, leaky infrastructure cause large losses in transit and worsen shortages for nearly 18 million in the metropolitan area. Reservoirs have fallen to decades-low levels after six consecutive years of drought. Authorities report a 12% reduction in consumption but seek a 20% cut to secure supply until winter.
