Planning responsibilities for Dublin Airport would transfer from Fingal County Council to the Minister for Transport under a proposed bill, potentially allowing removal of the 32 million passenger cap set in 2007 when Terminal 2 received planning permission. Councillors warned that removing the cap could exacerbate noise pollution, traffic and climate concerns for residents in Fingal. Fingal County Council issued an enforcement notice to the Dublin Airport Authority after receiving complaints of planning condition breaches. Councillors accused the government of undermining democratic scrutiny and prioritising airport expansion over local community quality of life. The DAA states it has invested €23m in noise mitigation and works to minimise community impacts.
