The G77/China bloc of developing countries emphasized the need to strengthen international cooperation and ensure that just transitions are equitable, inclusive, and responsive to the diverse needs of all nations,"
Countries agreed at COP28 to transition away from fossil fuels, but extraction, expansion, subsidies, emissions and profits from oil, gas and coal have continued alongside a boom in cheaper renewables and a rush for transition minerals like lithium and cobalt. Climate justice constituencies demand a formal UNFCCC institutional arrangement to accelerate, coordinate and support a global Just Transition, with attention to mineral-producing countries facing land grabs, worker exploitation and other abuses. The proposed Belem Action Mechanism (BAM) received a strong unified call for creation from the G77 and China, while several wealthy developed countries did not support the proposal. The Climate Action Network welcomed the G77/China move as hopeful for negotiations.
