Tirana, home to nearly one million people, produces almost half of Albania's urban waste. Waste collection in the city is irregular, recycling is minimal, and the Sharra landfill is approaching capacity. A planned waste-to-energy plant remains unfinished and is under investigation for corruption. Albania generated about 820,000 tons of urban waste in 2022, with roughly 77% landfilled, under 20% recycled, and the rest burned or left uncollected. Local governments lack adequate infrastructure, coordination, and source separation, and existing incinerators failed to operate, leaving the system unsustainable without major reform and investment.
