Colombia is leading roughly 80 nations, including Germany, Kenya and the UK, in calling for the roadmap, and support spans wealthy and developing countries and small island states. Colombia's environment minister said the country will not grant new oil and coal exploration contracts. A draft presidency text listed the roadmap only as an option, while substantial finance continues to flow to fossil fuels.
