A nationwide survey between September and October polled 60 women's universities, with 40 responding. Six universities currently allow trans women to enroll, including public Ochanomizu University and Nara Women's University and private Japan Women's University, Tsuda University, Miyagi Gakuin Women's University and Notre Dame Seishin University. Fukuoka Women's University announced plans to accept trans women from 2029. Another 16 institutions are open to the possibility, and five are seriously considering acceptance. Seventeen universities do not approve accepting trans students, mostly citing a lack of facilities such as multi-purpose restrooms. Insufficient legal frameworks and limited societal discussion are cited as key barriers, and a recent Tokyo High Court ruling upheld the ban on equal marriage under Article 24(1).
