Acting Assistant Secretary for Civil Rights Craig Trainor notified New York City, Chicago, and Fairfax County officials that the Education Department may withhold more than $67 million in federal magnet school funding for potential civil rights violations. Trainor warned that districts must come into compliance with federal law by Friday or their magnet grant applications will not be certified. The Office for Civil Rights identified New York City guidelines for transgender and gender expansive students as authorizing discrimination on the basis of sex in violation of Title IX. The guidelines provide facility access, sports participation, and overnight trip arrangements consistent with a student's asserted gender identity and could require opposite-sex bunking.
