Gov. Gavin Newsom signed Assembly Bill 715 to establish a state Office for Civil Rights focused on discrimination in California schools. The office will report to the governor's cabinet and will monitor and assist by fielding complaints and questions, preparing learning materials and reports on identifying and combating discrimination, and helping teachers, schools and districts comply with state anti-discrimination laws. The law assigns specialized coordinators for antisemitism, religious discrimination, race and ethnicity discrimination, gender discrimination and LGBTQ+ discrimination. The final bill, paired with Senate Bill 48, broadened its scope beyond an initial focus on antisemitism in response to concerns about singling out one group.
