Victor Dawson, 52, is charged with two counts of felony wage theft, two counts of felony tax evasion, one count of misdemeanor tax evasion and one count of felony embezzlement. Dawson served as principal of Mission Hills Middle School in Castro Valley and New Horizons School in Newark and owned New Horizons School. A criminal complaint alleges that in 2024 Dawson stole wages from 47 teachers and staff and embezzled retirement contributions from six teachers by deducting funds from paychecks and using them for his own benefit. Prosecutors allege Dawson also evaded state and payroll taxes by failing to file required returns while keeping payroll deductions. The California Labor Commissioner opened an investigation after teacher complaints and referred the case for criminal prosecution. The district attorney described the conduct as a breach of trust.
