East San Jose school district mismanages health insurance payments - San Jose Spotlight
"The district confirms the overpayment of board Vice President Quintero's health benefits was due to an administrative oversight. Vice President Quintero was not at fault. He fully cooperated once he was notified and has agreed to this repayment. The district has implemented new procedures to ensure proper invoicing going forward."
"Mr. Cerda ... claimed that I wasn't paying my required 15% share of health benefit premiums - an assertion that is not only misleading but directly contradicted by statements issued by his own administration at the time."
Andres Quintero must reimburse the Alum Rock Union School District $4,527.90 in overpaid health insurance premiums through an 18‑month repayment plan approved unanimously on Aug. 28, with Quintero recusing himself. Assistant Superintendent Teresa DeCelles communicated with the district attorney in late April or early May, who contacted Quintero and drafted the agreement; DeCelles sent a July 3 letter notifying Quintero of the schedule. The overpayment was attributed to an administrative oversight, Quintero cooperated, and the district implemented new invoicing procedures. Attention intensified after former Superintendent German Cerda raised concerns about additional reimbursements and a subsequent county audit request.
