Jack London Square previously only allowed maritime uses and tourist-oriented businesses like bars and restaurants. Recent closures included the 35-year-old Waterfront Hotel, Forge Pizza, sushi restaurant Ginza, and the wine shop minimo, leaving ground-floor vacancies. A new state law will loosen those zoning restrictions and allow a broader range of businesses that cater to local residents, including barber shops, nail salons, and grocery stores. The change takes effect January 1, 2026, and will last 40 years. The Port of Oakland controls the area and is already in talks with prospective tenants to speed and streamline approvals; Dave & Buster's was also planned.
