California Forever has proposed the Suisun Expansion Project to annex 22,873 acres of unincorporated Solano County into Suisun City. The investors previously bought 65,000 acres and had planned a new city of 400,000 people near Suisun City and Rio Vista. The group withdrew a 2024 ballot measure after poor polling but now offers over 22,000 acres to Suisun City with a design emphasizing mixed-use, walkable neighborhoods, transit access, parks, and retail. The application envisions two 20-year buildout phases, ultimately accommodating about 400,000 residents with phase one preparing for up to 150,000, comparable to other Solano cities.
