Restructures allow postponing cap hits to enable a "cash over cap" spending surge now, at the cost of future cap pressure. A Maxx Crosby pursuit could be handled by trading for Pickens, which would fit the Raiders as they draft quarterback Fernando Mendoza and seek more offensive firepower.
