
Rep. Nick Begich introduced the American Reserve Modernization Act to permanently establish a U.S. strategic bitcoin reserve. The legislation would codify a March 2025 executive order and provide a durable legal foundation in statute. The Treasury Department would oversee the reserve and create a separate digital asset stockpile for federally held cryptocurrencies other than bitcoin. The bill has bipartisan support and more than a dozen co-sponsors. It authorizes Treasury to acquire up to 200,000 BTC per year for five years, targeting 1 million bitcoin, about 5% of global supply. All holdings would be locked for at least 20 years. The U.S. already holds an estimated 328,372 BTC from law enforcement seizures, including Silk Road and the 2022 Bitfinex hack recovery.
