Fall 2025 TTC ridership was lower than expected despite employer policies requiring more in-office workdays. A sharp drop in international student permits halved post-secondary pass sales compared with 2024, and post-secondary ridership in 2026 is expected to remain at fall levels. Positive impacts from return-to-work policies could be offset by lower employment, fare evasion and riders choosing alternative travel methods. The 2026 operating budget estimates 426.4 million rides, a three percent increase over the projected 414 million rides in 2025. Pre-pandemic ridership was 525 million rides in 2019; 421 million occurred in 2024.
