The Toronto Environmental Alliance flagged the absence of building emission performance standards (BEPS) in the city's five-year climate action plan. BEPS set emission limits for new and existing buildings and are intended to reduce emissions efficiently. Buildings account for over half of Toronto's greenhouse gas emissions, making residential and commercial building policies central to meeting the TransformTO Net Zero Strategy goal of net zero by 2040. The proposed action plan covers actions for 2026–2030 and will be considered by the infrastructure and environment committee on Dec. 4 and council on Dec. 16. City staff cited global and national factors as reasons for omitting BEPS.
