Toronto has no rental-unit maximum temperature bylaw, and councillors have asked for a framework by the end of June after nearly 15 years of council discussions and lobbying. Councillors cited concerns that requiring air conditioning in more rentals could increase costs for residents. Heat warnings followed Victoria Day weekend, and city officials urged Torontonians to stay safe during extreme heat. Dr. Michelle Murti said heat illness risk rises for vulnerable people when indoor temperatures stay above 26 C for prolonged periods. A 2023 CBC investigation using sensors in 50 non–air-conditioned rental apartments across five Canadian cities found over half of units at or above 26 C for at least half the recorded time. Coun. Josh Matlow, who proposed a similar bylaw in 2012, said staff repeatedly cite new reasons it cannot be implemented despite its existence in many jurisdictions worldwide.
