The Salvation Army ran a rental housing program in partnership with Durham Region from 2017, providing landlord guarantee agreements and supporting 88 adults and 114 children when it ended in November after Durham Region withdrew funding in May. A tenant who joined in March 2023 signed a four-year contract and says he was told in September rather than May that the program was ending, leaving little time to save or find alternatives. The Salvation Army says it advocated to reverse the region's decision and provided at least 60 days' notice once the program could not be saved. Tenants report no meaningful follow-up or accountability.
