The international student from China was accepted to Western's master of science business analytics program in early May but has yet to get the new study permit he applied for that month."

An international student accepted to a Canadian master's program still lacks a new study permit weeks before term start, leaving orientation and class attendance uncertain. New federal rules require students changing post-secondary schools to apply for a new permit. Immigration, Refugees and Citizenship Canada lists processing times up to 173 days. The prolonged delay prevents planning for housing and academic schedules and causes emotional and logistical strain despite timely application and prior Canadian study experience. The policy change was announced in November to monitor study permits and address disingenuous permit holders while protecting institutional reputation.
