Federal ministers have repeatedly invoked Section 107 of the Canada Labour Code to order strikes ended and direct the Canadian Industrial Relations Board to arbitrate disputes. Jobs and Families Minister Patty Hajdu attempted to send striking Air Canada flight attendants back to work, but the union defied the CIRB and continued striking until Air Canada returned to negotiations. CUPE national president Mark Hancock said union refusal to comply forced both employer and government back to the bargaining table, producing a swift settlement after months of stalled talks. Section 107 has existed since 1984 but has been used multiple times recently for railways, ports and Canada Post.
