As of Jan. 8, 2025, 48 city parks had some level of an encampment, compared with 107 on Jan. 8, 2024. Official counts show 539 encampments in November 2024 and 196 in December 2025. An encampment is defined by the city as "any tent or structure that encroaches on a city park for the purpose of living or occupying a space." The city attributes reductions to successful housing outcomes, enhanced street outreach, and expanded social services, and emphasizes housing with supports as the long-term solution. Some advocates contend that many unhoused people were relocated to places not visible to city staff or housed residents.
