California has adopted packaging and labeling rules aimed at reducing single-use plastic and restricting use of recycling symbols unless packaging meets recycling milestones. The plastics industry and fossil fuel sector oppose those rules because most plastic is derived from oil or natural gas and California’s market influences national manufacturing standards. Rep. Randy Weber introduced the Packaging and Claims Knowledge Act to create a voluntary national standard for environmental claims on packaging and to limit state-level variations. The bill aims to reduce a patchwork of state recycling and composting laws and to prevent state rules from shaping nationwide labeling practices.
