Families described exhaustion, anxiety, financial drain, paralysis over rebuilding decisions, and some giving up. Pressure on the commissioner followed a recent investigation that identified loopholes favoring insurance companies and a 2023 agreement that reportedly incentivized insurers to drop tens of thousands of policyholders in exchange for future rate increases. Lara said the state was "bullied."
