Walters: California Legislature's final weeks could decide fate of Delta water tunnel
Briefly

California state legislators will reconvene for the last month of the 2025 session, primarily addressing opposition to President Trump and a significant water infrastructure project. Governor Gavin Newsom plans to redraw congressional district boundaries to create more Democratic seats. The Delta Conveyance Project aims to enhance California's north-to-south water shipments by bypassing the Delta. Newsom seeks legislation to exempt this project from the California Environmental Quality Act to expedite its approval, which has faced delays for decades due to bureaucratic processes. Northern California legislators have resisted this move.
We’re done with barriers. Our state needs to complete this project as soon as possible, so that we can better store and manage water to prepare for a hotter, drier future.
The project has gone by several names and morphed from a peripheral canal carrying water around the Delta to twin tunnels beneath the Delta and, most recently, to a single tunnel called the Delta Conveyance Project.
Newsom's administration believes it needs just one more thing to get the greenlight, legislation to exempt the project from the California Environmental Quality Act's ponderous process.
Despite the Capitol's fixation on national political maneuvering tinged by Newsom's likely bid for the White House, there are pending matters that hit closer to home.
