The Metropolitan Transportation Commission assessed 44,000 miles of Bay Area roadways using a 100-point pavement condition index (PCI). The regional average PCI is 67 out of 100, rated "fair," and remains essentially unchanged from a decade ago. Larkspur scored highest at 87 ("very good"); San Francisco and San Jose scored 75 and 73 ("good"). Oakland scored 58 ("at-risk") after modest improvement. Vallejo scored 44 ("very poor") and slightly worse than last year's 45. Vallejo residents formed the Vallejo Potholes Vigilantes in 2022, later shut down. A Solano County civil grand jury concluded years of underfunding caused significant deterioration and recommended significant reconstruction and a new bond measure to fund improvements.
