There's a lot you can do, but most importantly, you have to go on offense. Otherwise, the most vulnerable in our community will always be on defense, he concluded."

Swalwell said agents who commit crimes such as false imprisonment, kidnapping, assault or battery would be charged and held accountable. He proposed using the state's authority over driver's licenses to bar masked, unidentified federal agents from driving in California. California's mask ban for ICE officers has taken effect after a legal fight; Governor Gavin Newsom signed the law to prevent ICE officers from being hidden from accountability. The Department of Homeland Security refused to comply and the White House sued, arguing the state overstepped its authority, and a key early ruling went California's way.
