Santa Clara County moved to repeal a resolution recognizing Collaborating Agencies Disaster Relief Effort (CADRE) as the designated Voluntary Organizations Active in Disaster (VOAD) for the region. CADRE coordinates local churches and nonprofits to deliver food, shelter and other urgent aid during pandemics, wildfires, destructive storms and prolonged heat waves. The Board of Supervisors delayed the repeal after backlash from organizations including the Silicon Valley Council of Nonprofits, which cited a lack of public outreach and engagement with faith-based organizations. County officials said they will continue to work with CADRE and aim to strengthen the VOAD network. Critics warned the proposed restructuring could disrupt long-standing local resource networks.
