Santa Clara County has moved in the past two years to take direct control of agencies previously governed by independent or appointed boards. The county plans to replace the fairgrounds' appointed board with county employees after concerns that the board's decisions can lock the property into agreements that hinder long-term planning. County leaders previously placed the Santa Clara Family Health Plan governing board under county control and explored, more tentatively, removing the elected board that oversees the county Office of Education in 2024. The consolidation effort has caused public friction and confusion over responsibilities.
