Neysa Fligor leads the Nov. 4 Santa Clara County assessor election with 37.7% while Rishi Kumar has 24%, prompting a Dec. 30 runoff after no candidate surpassed 50%. Yan Zhao and Bryan Do placed third and fourth. Both runoff candidates support completing the office's tech modernization and enacting reforms to reduce assessment and appeals times. Fligor has served since July as assistant assessor, helping oversee 250 employees and a $55 million budget after joining in 2024 as a special assistant. Kumar brings a Silicon Valley tech executive background and positions himself as a tax hawk and reformist.
