Scott Hughes, 58, has entered the race for San Jose City Council District 9 after serving as Vice Mayor Pam Foley's chief of staff for seven-and-a-half years and earlier as a policy aide to Don Rocha. Hughes has lived in District 9 for more than a decade and is the first candidate to announce for the seat Foley will vacate in 2026. Hughes prioritizes addressing homelessness, improving housing, and boosting public safety, and he largely supports Mayor Matt Mahan's policies. Hughes has worked on the Bristol Hotel transitional housing project, helped clear about 200 residents from waterways, advanced an emergency housing site near Cherry Avenue, and seeks to shift funds toward affordable housing.
