Democrats led by Newsom placed the measure on the November ballot after Trump urged Republican-led states to pursue partisan redistricting. The new maps concentrate additional Democratic voters in Southern California, the Central Valley and parts of Northern California to target five Republican-held seats while leaving the Bay Area largely unchanged.
