A UC Berkeley Institute of Governmental Studies survey found more than 90% of Democrats support Proposition 50 while a similar proportion of Republicans oppose it; 57% of no-party-preference voters favored it and 39% opposed. Prominent Democrats characterize Prop. 50 as a tool to prevent Republicans from gaining seats, restore a level playing field, preserve independent redistricting long term, and allow voters to decide. Supporters link the measure to a response to a presidential push for mid-decade reapportionment by Republican governors. A Sacramento Bee editorial said it would not normally endorse replacing a nonpartisan method with a partisan approach.
