California A.B. 796 would have taxed social media platforms' gross receipts from digital advertising to fund youth mental health programs. The bill did not receive approval from the state Assembly's Tax and Revenue Committee and therefore cannot advance. The measure had previously cleared the Assembly's Privacy and Consumer Protection Committee with a 7-2 vote last session. The bill was picked back up this legislative session. Committee chair Mike Gipson (D) referred the bill back to the suspense file at a committee hearing on Monday. Referral to the suspense file effectively prevents the bill from moving forward this session.
