Governor Gavin Newsom unveiled a plan to restructure California education governance to give the next governor greater authority over school policy while reducing the elected state superintendent's role. The proposal draws on a December 2025 PACE report and would remove the state superintendent as head of the California Department of Education, replacing that leadership with an appointee of the governor-appointed State Board of Education. The plan positions the governor as chief architect able to use long-term plans and the budget strategically. The initiative would require legislative approval and prompted immediate concern from State Superintendent Tony Thurmond.
