A Little Caesars sign appeared on Sebastopol's main street, prompting surprise from local business owners and residents. The city defines chain businesses as stores or restaurants with 25 or more locations and has banned such outlets from downtown since 2018. The Sebastopol location is co-owned by brothers who operate other Little Caesars in the region. The owners sought to open by Halloween but encountered city pushback after officials discovered the restaurant received administrative approval in error. Interim City Manager Mary Gourley called the approval an oversight on city staff's part. The city bulletin acknowledged permits were issued in error and may not have complied with current zoning. Administrative approvals attach no conditions and are granted by staff without Planning Commission or City Council review. Neither the bulletin nor Gourley identified who made the errors.
