L.A. has enough rental subsidies to end veteran homelessness. Why aren't they being used?

Los Angeles County housing authorities received nearly 4,500 HUD-VASH rental vouchers over the last decade to place homeless veterans in permanent housing. About 4,000 of those vouchers remain unused while an estimated 3,400 veterans remain homeless. County housing agencies have leased only 59% of vouchers, 20 percentage points below the national average. Housing authorities manage leasing but rely on the U.S. Department of Veterans Affairs to identify and refer qualified veterans. Nearly half of veterans referred since 2020 dropped out before obtaining leases, and many leases were later terminated. Two agencies hold 87% of the county’s vouchers.
There are certainly enough available vouchers to eliminate veteran homelessness in Los Angeles County,
Getting them through that process to me to issue the voucher is where the problem lies,
