Riverside County Sheriff Chad Bianco toured Skid Row in downtown Los Angeles and encountered people sleeping and lying on sidewalks. A woman on the sidewalk said she was "waiting for the sun to come out from the clouds" and "sunbathing," denying drug use. Bianco said the woman appeared high and called it immoral for leaders to allow such conditions. Bianco pledged to clean up the roughly 50-block neighborhood within four years if elected governor. He blamed waste, fraud and mismanagement under Gov. Gavin Newsom, Mayor Karen Bass and prior leaders, citing a state audit on $24 billion in homelessness spending. He proposed law enforcement and treatment; Democrats dismissed the plan as unrealistic.
