Blackshire held EMT certification since 1997 and received the premium as Deputy Fire Chief. The complaint alleges the omission persisted through multiple compensation cycles. Blackshire repeatedly raised the issue with labor relations and HR, which asserted his salary encompassed the EMT pay despite no EMT payments on payroll records. Blackshire retired Oct. 31 and is seeking damages for unpaid wages, inaccurate wage statements, and delayed employment records.
