"Parents trust that school owners will use tuition funds to educate their children and to compensate teachers for their hard work, not to enrich themselves, District Attorney Ursula Jones Dickson said in a statement. This case represents a breach of that trust. California Labor Commissioner Lilia Garcia-Bower's said her office opened an investigation after teachers came forward with wage theft complaints. The case was referred for criminal prosecution."
Victor Dawson, 52, faces felony and misdemeanor charges including wage theft, tax evasion and embezzlement. Dawson served as principal at Mission Hills Middle School and owned New Horizons School. A criminal complaint alleges that in 2024 Dawson stole from 47 teachers and staff and embezzled retirement contributions from six teachers. Prosecutors allege he deducted retirement and payroll taxes from paychecks and used those funds for his own benefit while failing to file necessary tax returns. Authorities arraigned Dawson in Oakland, a civil judgment includes wages owed, and labor and district attorney offices referred the matter for criminal prosecution.
