San Francisco, San Mateo and Santa Clara counties were placed under a flood advisory by the National Weather Service beginning Monday at 4:27 p.m., with the advisory in effect until 7:30 p.m. Urban area and small-stream flooding from excessive rainfall is expected, including minor flooding in low-lying and poor-drainage areas. Water over roadways and ponding in urban or other areas is occurring or imminent. Drivers are advised: turn around, don't drown; most flood deaths occur in vehicles; be especially cautious at night and do not drive on flooded roads.
