The Eaton fire leveled three-quarters of homes served by Las Flores Water Co. and destroyed roofs of two covered drinking-water reservoirs. The company restored clean water to homes that remained standing but faces costly repairs and a sharp drop in income because most of its 1,500 customers have not rebuilt or reconnected. The Las Flores board plans a roughly $3,000 "fire recovery fee" over five years (about $50 monthly) to avoid insolvency as reserves, about $500,000, shrink. Las Flores is the smallest of three private Altadena utilities and faces the most severe shortfall. The fee would affect hundreds of property owners still struggling to return.
