The FCC Wireline Competition Bureau revoked California's Lifeline 'opt-out,' removing the state's ability to use its own eligibility verification process. A California law making it illegal to collect Social Security numbers prevents use of SSNs for Lifeline eligibility verification and makes state compliance effectively impossible. The FCC will require federal verification through the National Verifier and duplicate checks via the National Lifeline Accountability Database for applicants in California. FCC leadership cited California's refusal to vet beneficiaries by legal status and a history of noncompliance as justification. The Lifeline program provides phone and internet support for millions of low-income residents.
