Multiple analyses identified earthquake risk and concluded mechanical, electrical, plumbing, HVAC, fire, life-safety, and technology systems have exceeded their useful lives. A 2021 evaluation warned the roof could collapse in a major quake, posing substantial life-safety and economic risks and disrupting public services. The council has debated solutions since 2011 and redirected funds at times. Current planning estimates $54 million to design and build over five years; the council allocated $2.5 million to begin design and cost-reduction work while maintaining the building footprint and updating critical systems.
